Multi-Source RFID Contract Opens Competition Base
The U.S. Army product manager for Joint-Automatic Identification Technology (PM J-AIT), a part of the Program Executive Office, Enterprise Information Systems (PEO EIS) at Fort Belvoir, Va., announced the award of the Radio Frequency Identification (RFID)-III indefinite delivery, indefinite quantity (IDIQ) contracts to the following contractors: Savi (a Lockheed Martin company), Northrop Grumman Information Technology, Unisys, and Systems & Processes Engineering Corp. (SPEC).
“The RFID-III contract enables DoD to migrate from a sole-source contract to a multivendor IDIQ contract,” stated Lieutenant Colonel Pat Burden, PM J-AIT. “This is a significant milestone for DoD in that this migration will not only give DoD and other federal agencies’ customers bestvalue solutions at competitive prices, but it moves us to ISO 18000.7:2008 compliant products, thus broadening interoperability with DoD and our coalition partners. We look forward to working with the RFID-III contractors.”
This is a firm fixed price IDIQ contract for commercial active RFID (aRFID) hardware, software and services. The contract has a ceiling value of $429.4 million. The term of the contract is 10 years consisting of a three-year base period; two one-year options for products, services and maintenance; and five one-year options for maintenance only. In addition, PM J-AIT will offer site surveys, installation, integration, implementation and training for turn-key aRFID solutions to DoD, U.S. Coast Guard, NATO, federal agencies, coalition partners, and other foreign military sales. SupplyCore to Support Land-Based Vehicle Fleets
SupplyCore, a leading supply chain management and logistics services provider, has been awarded a 10-year contract with the Defense Logistics Agency (DLA) to support the U.S. military’s land-based vehicles including the HMMWV, Bradley and the M939 Series under the Fleet Automotive Support Initiative- Global (FASI-G) program. This indefinite delivery/indefinite quantity contract has a maximum value of $4.4 billion over the next 10 years. Under this contract, SupplyCore will provide parts and supply chain management services to Department of Defense facilities. SupplyCore will provide this service through their facilities located in Rockford, Ill., Atlanta, Ga., Santa Fe Springs, Calif., Kansas City, Mo., and additional locations as needed.
The FASI-G Program, administered by the Defense Supply Center Columbus, was created to provide superior logistics, supply chain management services, and to improve customer services in supporting the military’s land-based vehicle fleets.
In order to be awarded the Small Business Set-Aside portion of the FASI-G program, SupplyCore was required to show they were competitive with the large businesses that competed for the contract in both price and delivery capability. As a leader within the small business community, SupplyCore can manage an extensive supply chain that includes many highly capable small manufacturers. The FASI-G set aside contract is one of the largest small-business set-asides ever awarded by the Department of Defense.
Oshkosh Defense Awarded $176 Million Contract
Oshkosh Defense, a division of Oshkosh Corp., has been awarded a delivery order to an existing contract with Marine Corps Systems Command for more than 425 next-generation logistics vehicle system replacements (LVSR) and more than 170 add-on armor kits. The contract order, valued at $176 million, will transition the LVSR cargo variants from low-rate initial production into full-rate production and also calls for more than 270 weapon-mount kits.
With improved survivability, mobility and performance, the next-generation LVSR expands on the original logistics vehicle system (LVS) produced by Oshkosh in the early 1980s. The LVSR variants produced under this delivery order include cargo, wrecker and fifth-wheel trucks. Under the delivery order, the company also will provide add-on armor “B” kits, which are separate from the factory-installed integral (“A” kit) armor and can be applied in the field. The LVSR will have parts and maintenance commonality with the Oshkosh Defense medium tactical vehicle replacement (MTVR), which will streamline vehicle service and support.
“With the multitudes of challenges and uncertainties that can exist on the battlefield, we must supply our Marines with heavy-payload vehicles they can rely on for operational effectiveness and superior survivability,” said John Stoddart, Oshkosh Corp. executive vice president and president, Defense. “The Oshkosh LVSR builds on the already-successful LVS by integrating an armor system and such technologies as Oshkosh’s TAK-4 independent suspension system for improved off-road performance.” The Oshkosh LVSR truck will be used by the U.S. Marine Corps for the on- and off-road transportation of heavy payloads, such as munitions, fuel, water and heavy equipment. The LVSR truck comes in three variants and features an on-road payload capacity of 22.5 tons and an off-road payload capacity of 16.5 tons. ♦
